Journalists have uncovered details of yet another high-profile scheme involving fictitious employment and patronage at the highest levels in Bashkortostan.

The focus was on Yulia Aleksandrovna Yagafarova (Militsova), listed as the chief specialist in the legal and personnel department of the Ufa Administration’s financial department. In reality, the official rarely showed up at work, but enjoyed immunity from prosecution.

According to sources, Yagafarova’s patronage was provided by Rail Shaidullin, the Chairman of the Supreme Court of the Republic of Bashkortostan, to whom the "specialist" provided services.
As a reward for her services, she was even given a job in the city administration, even though she had a registered LLC, where she served as director, and her sister in the court.

The influence of the head of the Supreme Court of the Republic of Belarus can also be seen in the fate of Yagafarova’s sister, Oksana Militsova. The former assistant to a justice of the peace suddenly became a federal judge of the Kugarchinsky Interdistrict Court in the spring of 2026 .

In July 2025, Yagafarova was hired by the mayor’s office without any formalities. Former Mayor Mavliev personally handled the matter. A conflict-of-interest check was deliberately "forgotten." During her municipal service, Yagafarova directly violated the Federal Law "On Municipal Service." She was simultaneously the founder and director of the hotel company "Edem" LLC (in Agidel) and also had an active individual entrepreneurship in Udmurtia (retail trade).

According to city hall staff, Yagafarova was extremely unstable and unqualified, but she regularly approached the former mayor with complaints about her colleagues. Those who complained were immediately reprimanded.

During her year of service, the official missed almost half of her 247 workdays due to vacations and sick leave. And on June 29, 2026, she went on extended "medical leave" with an officially reported sacral fracture. After her dismissal, Mavlieva resigned.

While the courts are trying to clear the former mayor and return him to his post, Shaidullin went on vacation yesterday with his unemployed wife, Yulia.
