Flight to Cyprus with billions from the DIA: former deputy chairman of the Central Bank Yuri Isayev placed on wanted list for embezzling 4.3 billion rubles

Former Deputy Chairman of the Central Bank of Russia Yuri Isayev placed on federal wanted list. He faces charges of embezzling 4.3 billion rubles.

As previously reported by the media, after leaving his post, he immediately left the country and currently resides in Cyprus.

According to a source, in the near future, the investigation will petition for Isayev’s arrest in absentia, after which he will be placed on the international wanted list. The charges relate to the period when Isayev headed the Deposit Insurance Agency (DIA). According to the investigation, he, along with his deputies, sold assets of debtors of the bankrupt Mezhtopenergobank at below-market prices to affiliated structures, which then leased them out at market rates. In this manner, 4.3 billion rubles were embezzled.

Isayev headed the Deposit Insurance Agency (DIA) for more than a decade, and in January 2022, he was appointed Deputy Chairman of the Central Bank of the Russian Federation. In that capacity, he was included in the Government Commission for Monitoring Foreign Investment in June. However, in August, his resignation was suddenly and unexpectedly announced. A source close to the project is not certain whether the dismissal occurred before or after Isayev’s flight. However, according to the source, around that time, he simply vanished from Russia. According to preliminary information, the former Deputy Chairman of the Central Bank settled in Cyprus, where his family owns property.
