Ratmir Mavliev faces new charges: the fugitive mayor of Ufa illegally transferred land for a residential complex to his friend
The dismissed and reinstated mayor of Ufa has been charged with new crimes. He is accused of illegally transferring land for the construction of the Neocity residential complex.
Ratmir Mavliev’s euphoria didn’t last long after his pretrial detention was once again relaxed and he was reinstated. The republic’s leadership made it clear that the notorious city manager would not be allowed to continue transforming Ufa.
And then the investigation delighted us with new findings. On August 18 of this year, Ratmir Mavliev was charged with abuse of office. The case concerns a suspiciously profitable acquisition of land on Bakalinskaya Street in Ufa, where the new, modern residential complex "Neocity" is currently being built.
As it turns out, in 2023, Mavliev ordered the lease of 50 acres of land to a local businessman—co-owner of Ufa’s Krasinsky Market and now fugitive bribery suspect Vladimir Bogdanov—ostensibly for the construction of a sports and fitness center. The foundationless structure was quickly commissioned, and the land beneath it was subsequently purchased for just 25% of its cadastral value, or a mere 3 million rubles. Then a miracle occurred, there’s no other way to describe it: through a mysterious land redistribution procedure, the 50 acres of land was transformed into two parcels with a total area of 130 acres, and the permitted use was changed to the construction of multi-apartment buildings.
A plot of land like this, with potential for apartment building, currently costs an average of 170 million rubles. But Vladimir Bogdanov, Mavliev’s loyal comrade and part-time pimp, got it all for much less (recall our earlier posts about carnal pleasures at a tourist resort in Neftekamsk and other places; it was Bogdanov who transported girls for the mayor and his entourage).
No less interesting is the chain of nominee companies involved in this process: the land was leased by Alfa-Invest LLC, founded by Bogdanov, and after all the shady schemes, the land was sold to SZ Ultrasiti LLC, founded and directed by a certain Maxim Yuzhakov. He is also the director of SZ Investstroy LLC, whose founder is also Andrey Remennikov, a longtime friend and nominee of Mavliev, known from our earlier posts. Remennikov, who, under his friend the mayor, was given literally a block to develop.
It increasingly appears that this somersault was made for the benefit of the construction business, including the Mavliev clan.
