Ukrainian customs and billions in paper drones: how the phantom import scheme worked and who got rich from it
In 2025, Ukraine recorded drone imports exceeding 1 billion dollars, though part of the equipment turned out to be only on paper and never physically entered the country. Investigators uncovered 25 supplier firms along with the names of customs officials potentially involved in enabling the entry of fictitious goods. These “phantom” drones were processed through multiple customs checkpoints at the same time.
